NEW LEADERSHIP ELECTED TO TOLL AGENCY BOARDS
IRVINE, Calif. (June 8, 2006) -- The Boards of the Foothill/Eastern and San Joaquin Hills Transportation Corridor Agencies elected new leadership to serve starting July 1.
Carmen Vali-Cave was elected Chairwoman of the San Joaquin Hills Agency, which oversees the 73 Toll Road. Vali-Cave is an Aliso Viejo City Councilmember and has been the city’s representative to the San Joaquin Hills Agency since 2003. She replaces Bert Hack, San Joaquin Hills Chairman since 2004, who represents Laguna Woods.
Jim Thor was elected Chair of the Foothill/Eastern Board, which oversees operation of the 241, 261, and 133 Toll Roads. Thor is a Rancho Santa Margarita City Councilmember who has served on the Foothill/Eastern Board since 2001. Thor replaces Ken Ryan of Yorba Linda who served as Foothill/Eastern Chairman since 2004.
Other Board appointments include:
- Lance MacLean, Mission Viejo City Councilmember, elected as Vice Chair of the Foothill/Eastern Agency
- Lara Anderson, Dana Point City Councilmember, as Secretary of the Foothill/Eastern Agency
- Jim Dahl, San Clemente City Councilmember, as Vice Chair of the San Joaquin Hills Agency
- David Swerdlin, San Juan Capistrano City Councilmember, as Secretary of the San Joaquin Hills Agency

Nearly 300,000 trips are taken on The Toll Roads every weekday, saving drivers an average of 21 minutes per trip. The Toll Roads are operated by the Foothill/Eastern and San Joaquin Hills Transportation Corridor Agencies, two joint powers authorities formed in 1986 to plan, finance, construct, and operate Orange County's 67-mile public toll road system. Fifty-one miles of the system are complete, including the San Joaquin Hills (73) Toll Road from Newport Beach to San Juan Capistrano; and the Foothill (241) and Eastern (241, 261, and 133) Toll Roads from the 91 Freeway to south Orange County.
